Well we both know fandom never actually concurs on anything. But rather, EVERY TIME EVER I read about anything to do with the End of the Time War (drama!!!) it seems to involve Eight going "WOE" and pushing a big red button and everyone dying. As EVERY TIME EVER he seems to expect himself to die with it, what you say about all-survival-off makes sense.
